You are transferring residence to an EU country and want to take some used personal belongings on an international bus. The carrier confirmed room for suitcases, but that only addresses carriage. It does not mean customs has approved relief from charges, accepted an inventory or allowed several journeys under one procedure.

This article is not about reducing the number of boxes. Its aim is to prepare questions about the special customs procedure associated with transferring normal residence and compare the answer with your bus route. Personal ownership, used condition and the right to reside in a country matter, but none independently establishes every relief condition.
First define the situation you are declaring
A temporary trip with clothing, furnishing a second home and genuinely transferring normal residence are not identical circumstances. Record where you actually lived, where and why you are moving, when the change begins and which belongings will travel. Do not choose a procedure merely because it seems more advantageous.
If events unfolded gradually, prepare a truthful chronology: previous residence, actual relocation and intended property transport. Do not adjust dates to match an example you read. Ask customs separately about any unclear significant point: the applicable procedure and evidence may depend on it.
A luggage allowance is not customs relief
The carrier decides which load a particular bus accepts, how it is recorded and where placed. Customs considers movement conditions and applicable charges. Paying for an extra suitcase is not paying duty, and a carriage receipt does not confirm special relief has been accepted. These questions need different recipients and documents.
Equally, a customs reply does not create space in the hold. After establishing the procedure, compare the inventory with service conditions again. If some property is unsuitable for a passenger bus, do not demand acceptance based on customs advice: permission to move an item and how to carry it must be agreed separately.
Give competent customs authorities the full sequence
State your previous residence country, future residence country and actual route of the belongings. Explain that you are using a scheduled bus with your own accompanied property. If the bus first enters the EU in one country while your new home is in another, ask separately where and how processing must take place.
Do not assume explanations can wait until the destination after an ordinary border crossing. Ask the competent service to identify necessary steps at every relevant stage. The ticket seller only needs the route question; it should not assign a customs regime itself or promise acceptance of evidence.
Which facts about your property to prepare
Create an itemised inventory for the property whose procedure you want clarified. Use understandable names, quantities, condition, ownership and available information about possession and use. For equipment, models and available serial numbers help. A working inventory supports identification; it does not mean every line is automatically accepted by customs.
- Belongings you actually used in your previous home.
- New purchases that should not be silently mixed into the used collection.
- Other people’s items and another family member’s separately owned property.
- Goods for sale or professional materials, if any.
- Restricted items needing additional checking regardless of the move.
Do not call everything “personal belongings” without description if it contains groups with different purposes. Do not conceal a missing old receipt or replace it with a homemade one. Ask which other truthful evidence may be considered in your case and how to submit it.
Evidence of residence and use are different parts of the case
A document granting permission to stay does not always prove every factual aspect of previous residence or use of property. Gather what you actually have and request the acceptable evidence list for the particular procedure. Do not send your entire personal archive to a random chat: submit the necessary set through an official channel.
National services describe their own requirements and forms. For example, Sweden’s Tullverket explains belongings when moving. Its guide helps identify questions, but a Swedish list should not automatically replace another EU state’s process. Ask specifically about your new residence country.
Belongings carried on several bus journeys
If the whole collection will not travel together, say so before the first processing. Clarify whether a combined inventory is needed, how imported items are recorded and what evidence later crossings require. Splitting belongings into suitcases for convenience does not mean each journey automatically receives a new independent relief allowance.
The French guidance on transferring residence addresses personal property, formalities and importation in several stages. Use this example only to understand why the sequence needs agreement. Do not apply French forms, deadlines or conditions elsewhere without a competent authority’s answer.
After each properly processed stage, keep confirmations with the current inventory. If the next consignment changes, ask how to amend it. Do not alter approved papers yourself or present an already transported item as different merely because its packaging changed.
Do not treat personal status as automatic exemption
Study, work, family circumstances or a residence status may form part of your case but do not replace checking property conditions. Explain them accurately without concluding “therefore everything is free of charges”. If rules make special provision for certain circumstances, clarify application with the authorised body.
Likewise, suitcase count is not the criterion: one bag may contain items with different purposes, while several suitcases may hold ordinary personal property. Facts and legal basis matter, not outward appearance. A friend who once faced no questions has not obtained a decision for your procedure.
Processing must be practically possible on your service
Once you have a specific reply, clarify the crossing point and actual bus arrangements with the carrier. Ask customs which originals, actions and submission location are required. If the necessary process does not fit your service, do not rely on a promise to resolve everything through the driver without agreed arrangements.
An illustrative example: two suitcases are ready, but additional evidence is not yet accepted. Postponing carriage of the relevant property may be an option if you can store it lawfully and safely. This does not guarantee later relief; preserve the agreed sequence and clarify the consequences of timing changes rather than simply putting the belongings on the next bus.
Do not close the matter too early after import
Keep customs documents after arrival. If conditions of relief restrict later sale, transfer or other use, understand them before changing plans. Collecting a suitcase from the hold does not end every obligation. Contact the service that handled processing when new circumstances arise.
Ordinary preparation for a large load is covered in the article on moving by bus with many belongings, and physical acceptance in bus-luggage preparation rules. This practical advice complements the customs case but is neither a relief application nor confirmation it applies.
Sources checked on 23 October 2026: official Tullverket and French Customs materials. No universal numerical list of relief allowances is deliberately provided. Before your first bus journey, check the current procedure with relevant customs authorities using your dates, countries and actual property inventory.
Questions and answers
If everything is used, can I simply say so at the border?
Used condition is only one circumstance. Before travelling, establish whether the requested procedure needs an application, inventory or other evidence. Do not declare an oral explanation sufficient in advance without competent customs advice.
Can my spouse bring my second suitcase later?
Agree this separately: the person accompanying the property changes, and consignment sequence may matter. State true ownership and previous processing. Do not expect family relationship automatically to replace required documents.
We added a new appliance to a used laptop. Should everything go on one line?
Do not conceal different condition and purpose behind a general description. Include the new item in a specific enquiry and establish whether the same procedure covers it. Checks must reflect the actual collection, not only its original version.
My first EU entry and new home are in different countries. Who processes the belongings?
Do not decide from the ticket’s destination alone. Before departure, describe the entire route to competent customs and ask about the first crossing and onward movement. You need an answer for your procedure, not a general rule about passenger movement.
I want to sell some belongings after moving. Is customs no longer involved?
First check the conditions of relief actually applied and your processing documents. Subsequent transfer or sale may matter to retaining relief. If plans change, obtain clarification before the transaction, not after disposing of the item.
